The Community Development for Project for Refugees (CDPR) is funded by the United Nations High Commissioner on Refugees (UNHCR). This one-year program, effective January 1, 2009—December 31, 2009 is complemented by other ongoing projects in southern Yemen, including the Local Integration of Refugees Project in Basateen, funded by the Dutch Government; the Self Reliance for Refugees Project in Kharaz, funded by ADRA Norway; and the Support Program for Somali and Ethiopian Refugees (SPR) is funded by the U.S. Department of State Bureau of Population, Refugees, and Migration (BPRM).

CDPR employs a community-based approach to create, promote and sustain community ownership of activities concerned with refugees. Within this framework, the project has five key aims: 1) Promote Community Development and Participation; 2) Provide Psychosocial Support and Assistance to Refugee with Special Needs; 3) Prevent and respond to Sexual and Gender-Based Violence (SGBV); 4)Promote Vocational Training and Labor Insertion; and 5) Promote Peace building, Reconciliation and Community Environment Security and Protection. The project is being implemented in both Kharaz refugee camp and Basateen, Aden.
